With EM014 disconnected, measure the resistance between EM014/012 and PI033/002 Repeat for EM014/011 and PI033/002

- Is the resistance < 0.5 ohms?
Yes
GO to R13 R13: Check Harness Continuity - Throttle Ground
No
Inspect connectors EM014, PI002 and PI033 for bent/pushed back pins or locate harness/splice EMS18. Repair as necessary and test the system for normal operation.
