With EM012 and EM021 disconnected, measure the resistance between EM012/022 and EM021/004.

- Is the resistance < 0.5 ohms?
Yes
GO to B15 B15: Check For Short to B+
No
Inspect connectors EM012 and EM021 for corrosion, damaged/pushed back pins.
Inspect harness/splice EMS08 for damage. Repair as necessary and reconnect plug(s).
