Hint: If the cable and the combined instrument panel are fault free the voltage between terminals #1 and #2 on the outside temperature sensor connector must be approximately 5 V.
Check the signal cable between combined instrument panel terminal #A19 (#49) and outside temperature sensor terminal #1. Check for a short-circuit to ground.
Remedy as necessary.
