Status check
If the fuel gauge displays an empty tank it indicates that the fault is permanent.

Does the fuel gauge display an empty tank?

Checking components and wiring

Hint: If the cable and the combined instrument panel are fault free the voltage between terminals #A and #C on the fuel level sensor connector must be approximately 5 V.

Check the resistance of the fuel level sensor between terminals #A and #C in the fuel level sensor connector.
Check the connector. Check for contact resistance and oxidation.
Check the signal cable between the fuel level sensor terminal #A and combined instrument panel terminal #B17 (#17). Check for a short-circuit to supply voltage. Check for an open-circuit.
Remedy as necessary.
