Hint: If the cable and the combined instrument panel are fault free the voltage between terminals A and C on the fuel level sensor connector should be approximately 5 V.
Check the signal cable between the fuel level sensor #A and the combined instrument panel #B17 (#A47) for a short-circuit to ground according to Checking wiring and terminals. Permanent fault Checking Wiring And Terminals. Permanent Fault.
Remedy as necessary.
