Hint: If the cable and the combined instrument panel are fault free the voltage between terminals A and C on the fuel level sensor connector should be approximately 5 V.

Check the fuel level sensor resistance between terminal A and terminal C in the fuel level sensor connector. Check the connector for contact resistance and oxidation according to Checking wiring and terminals. Permanent fault Checking Wiring And Terminals. Permanent Fault.
Check the signal cable between the fuel level sensor terminal A and the combined instrument panel terminal B17 (#A47) for a short-circuit to supply voltage according to Checking wiring and terminals. Remedy as necessary.
