Subaru of America, Inc., with the concurrence of Fuji Heavy Industries, Ltd., has determined that a small number of 1982 Model Year vehicles may experience possible failure of the Air Suction Valve (ASV) assembly.
The VIN ranges of the 1982 Model Subaru vehicles are listed in Attachment 1.
The ASV, which is part of the emission control system, is designed to reduce exhaust emissions while the engine is cold. The ASV allows air to enter the exhaust system for a period of 123 seconds after starting the engine when the coolant temperature is below 35~C. Apparently, under certain conditions, acid water may condense in the ASV causing failure. When ASV failure occurs, owners will experience driveability problems such as the loss of power, rough idle, surge and an increased engine compartment noise during the first two minutes of vehicle operation; i.e., warm-up. If the ASV is not replaced, the driveability problems will extend into vehicle operation beyond warm-up.
Therefore, SOA will notify all 1982 model year owners that if they experience the symptoms associated with ASV failure, they should contact their dealer who will inspect the ASV and replace, if necessary, the original ASV with an improved valve at no cost to the owner.
Subaru of America will prepare and mail an "Owner Notification Letter" and a two-part "Inspection/Repair Order Form" to all owners of 1982 Model Subaru vehicles. The owner notification mailing is scheduled for approximately the fourth week in August, 1984. A copy of the owner of notification letter is attached. The two-part form contains the following information:

CAMPAIGN INSTRUCTIONS
The owner has been instructed in the notification letter to contact their dealer only if they are experiencing the driveability symptoms associated with ASV failure. The owner has been instructed to present his vehicle and the two-part Inspection/Repair Order Form to his Subaru dealer for repairs if the "owner of record" is still in possession of the subject vehicle. If the "owner of record" is not in possession of the subject vehicle, he is asked to complete the change of ownership prepaid postcard and return it to SOA.
If an owner loses his Inspection/Repair Order Form he should contact the Customer Relations Department of the Subaru Distributor in his area to obtain a replacement form.
When you are presented an Inspection/Repair Order Form by a Subaru owner, follow the Air Suction Valve Inspection/Replacement Instructions in Attachment 5. In the event you have any problems, please contact your distributor immediately. 1982 Model Subaru vehicles in your inventory should be inspected and/or corrected prior to retail sale or use.
CREDIT FOR CAMPAIGN
1. Credits for performance of the inspection will be made from the Inspection/Repair Order Form. Credit for replacement of the air suction valve and labor will be made from a Dealer Claim for Credit, MSA-400, accompanied by the Inspection/Repair Order Form. Therefore, it is very important that all the dealer information on the form be complete and correct. All claims for reimbursement should follow the procedures outlined below:
2. Time Allowance
A.) The time allowance for inspection of the ASV assembly is 0.2 hour (AZV-32)
B.) The time allowance for replacement of the ASV assembly is 0.3 hour (operation number 081-777).
3. All replaced ASVs must be held for disposition by a Distributor Representative.

2. One copy of the Owner Notification Letter
3. One copy of the two-part Inspection/Repair Order Form
4. Two copies of the Air Suction Valve Inspection/Replacement Instructions

We recommend that you establish a service file on this service campaign and keep all documents relating to this campaign in that file. Furthermore, we suggest that you discuss this campaign with members of your staff so they will be knowledgeable in the proper handling procedures. This will ensure that this campaign runs smoothly.

Dear Subaru Owner:
Subaru of America, Inc. has determined that a small number of 1982 model year vehicles may experience failure of the Air Suction Valve (ASV). The ASV is a part of the emission control system. A failed ASV will cause your vehicle to experience loss of power, rough idle, surge, and increased engine compartment noise. If your vehicle develops these symptoms, you should contact your Subaru dealer who will inspect and replace, as necessary, the original ASV with an improved valve at no cost to you.
Please present the enclosed two-part Inspection/Repair Order Form to your Subaru dealer at the time this inspection is performed. If the form is misplaced, please contact the Customer Relations Department of the Subaru Distributor in your area at the address listed on the reverse side of this letter to obtain a new form. If you are no longer in possession of this vehicle, please complete the enclosed prepaid postcard and mail it to us so we may update our records.
We regret any inconvenience this may cause you. However, we have taken this action to assure that your vehicle continues to meet Federal emission requirements and assure your continued satisfaction with our product.

AIR SUCTION VALVE INSPECTION/REPLACEMENT INSTRUCTIONS

Reports of ASV failure have been received by SOA. Apparently, under some conditions, acid water may condense in the ASV causing failure. When the ASV fails, owners will experience driveability problems such as loss of power, rough idle, surge and excessive engine compartment noise during warm-up. SOA will replace any failed ASV with an improved valve at no cost to the owner. Any vehicle presented by an owner experiencing these conditions should be inspected and repaired, if necessary, following the flow chart in this bulletin.
