SUBJECT: SERVICE CAMPAIGN TO ADJUST AN ELECTRICAL WIRE HARNESS
APPLICATION: CERTAIN 1988 9000 MODELS
Introduction
During May 1988, Saab-Scania of America will conduct a service campaign to inspect and, if necessary, adjust an electrical wiring harness beneath the steering column on certain 1988 9000 models. The wiring harness may have been improperly installed and may be damaged if not corrected.
NOTE
The Vehicle Identification Numbers for Service Campaign 311 overlap those affected by Emission Recall 270 and Safety Recall 271. A service campaign notice will not be sent to those owners that receive a Recall mailer for 270 or 271, but the Service Campaign 311 work should still be performed if the Vehicle Identification Number applies.
Purchasers of early M88 vehicles (those not receiving a Recall mailer) will receive the Service Campaign notice shown on the next page. Owner notices for this campaign will be mailed on May 18, 1988. A status list including all affected vehicles is attached to this Service Information. If no status list is attached your dealership did not sell any of the affected cars, but, you should nevertheless be prepared in case of an inquiry.

All 9000 models from the start of M88 production within the VIN Serial Number ranges given below:

Inspection/Adjustment Procedure
NOTE
Always inspect the Campaign Modification Plate before beginning any campaign work. As with all campaigns the plate may be marked from an earlier repair. Check the square A1. If it is stamped, no further campaign work is necessary.
1. Remove the lower dash panel on the driver's side.

2. Locate the large wire harness that is routed beneath the steering column. Then, locate the harness bracket and harness sleeve (Figure 1).
3. Check that the harness sleeve is centered in the harness bracket and that the four locating lugs are outside of the bracket.
A harness sleeve not properly centered may cause the wires in the harness to rub on the bracket or the steering column.
Adjust the harness sleeve as necessary.
4. Refit the lower dash, panel.

Owner Notice
The service campaign notice pictured here will be sent to owners of the following 1988 9000S and Turbo models:
VIN Serial Numbers J1000001-J1007321 J2000001-J2003313
Owners of later affected 9000S and Turbo models will not receive a service campaign notice. These cars should be corrected when returned to your dealership for Recall 270 or Recall 271. (NOTE: Recall 271 requires the lower dash panel to be removed and thus it is convenient to perform Service Campaign 311 at the same time. Not all cars affected by the recalls are involved in Service Campaign 311 so check your status list carefully).
Warranty Information
Use a regular warranty claim as in all Saab Service Campaigns. Follow the claim instructions given below. No additional parts or time may appear on the claim.

Labor Allowance: Op. No. 10311 for 0.3 hour. Check harness position (0.3 hour).
Op. No. 10311 for 0.3 hour Check harness position and

Both operations include 0.2 hour administrative time.
