1990 Plymouth Laser Passenger Cars Equipped With a California Emissions System -- Build Date From September, 1988 Until June 29, 1989
The 1990 Plymouth Lasers listed above require installation of a new Vehicle Emission Control Information (VECI) Label to replace the original incorrect label.
The State of California required Emission Control System Bar Code, located on the VECI Label, is missing the two-character data identifier on the affected cars. The bar code is used to identify the engine family and configuration of the emission system for the purpose of emission testing and inspecting motor vehicles. With the data identifier missing, the bar code reader cannot properly interpret the data being read.
Revised labels will be mailed directly to owners known to Chrysler for installation by them. Owners are informed that they may arrange for dealer installation of the labels if preferred, at no cost to them.
Details of this service action are explained in the following sections.
Vehicle List
Each dealer to whom involved cars were invoiced (or the current dealer at the same location) will receive a vehicle list with this letter, arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved cars upon request.
Each California Chrysler-Plymouth dealer without a Vehicle List will receive an information copy of this letter by Compak Mail for use in performing the service on other involved cars upon request.
Parts
Correct California VECI labels are being mailed directly to owners known to Chrysler for installation by them.
Label part numbers apply according to engine type (see illustration).
Owner Notification and Service Scheduling
Each involved car owner known to Chrysler is being notified of the service requirement by first class mail. The owner is requested to apply a supplied VECI label over the original incorrect label. Any owner who prefers not to install the label is asked to schedule an appointment for the service with a dealer. A copy of the owner notification letter is included.
Enclosed with each owner notification is an Owner Recall Notification Form # 83-295-0019. The involved vehicle and recall are identified on the form for owner or dealer reference as needed. If dealer service is requested, the owner is instructed to give the form and the supplied label to the dealer when delivering the car for service.
Service Procedure
1. Raise the hood and locate the VECI label on the underside of the hood panel.
2. Clean the surface of the existing incorrect label and apply the correct label directly over it, covering the incorrect label.
Important:
Be sure that the new label part number corresponds to the number listed in the Parts section of this letter for the involved engine type.
Completion Reporting and Reimbursement
Claims for vehicles which have been serviced must be submitted by DIAL dealers on the DIAL System. Non DIAL dealers may submit WROS. Claims submitted will be used by Chrysler to record recall service completions and provide dealer payments.
Enter only one VIN per claim on a WRO. Fill in the labor operation number and time allowance and write on the WRO "California Emissions Recall # 458 -- VECI Label Replacement." Do not enter other service claims on the same WRO.
Use the labor operation number and time allowance (see illustration).

EMISSIONS RECALL -- 1990 PLYMOUTH LASER MODELS SOLD IN CALIFORNIA
Dear Chrysler Motors Vehicle Owner:
Recently we learned that an incorrect Vehicle Emission Control Information label was installed on your car. The State of California inspects this label as a part of its emission testing program. The inspection may be performed on your car every two years and before it is sold. For these reasons, and to assure that your car complies with government regulations, we ask that you apply the corrected label which is enclosed with this letter.
The Vehicle Emission Control Information Label is located on the underside of the hood. To install the new label, first clean the surface of the existing incorrect label. Then apply the new label to the cleaned surface so that it covers the existing label.
If you prefer not to perform the installation yourself, contact your dealer to make an appointment for the label application. This service will be provided free of charge. Take the enclosed Owner Recall Notification Form and label with you at the time of your appointment and give them to your dealer. The form identifies the vehicle and recall for which service is required.
If you have any problem obtaining the service, please contact the Chrysler Zone Service Office in your area. (It is listed under "Service Assistance" in your Operator's Manual.) A Zone representative will arrange for prompt servicing of your vehicle.
