ISSUE: Speedometers that display a speed reading when the vehicle is at a stop with the engine running, may be caused by a coil wire that is routed too close to the 12A581 wire harness. This causes the coil signal to interfere with the speedometer circuit and results in speedometer inaccuracies. The affected units are 1988 Mark VII "LSC" vehicles.

ACTION: To correct this, install a capacitor between the speed sensor terminal and the speedometer ground terminal located on the rear of the instrument cluster, Figure 2. Refer to the following procedure for service details.
1. Perform the wiring rerouting actions outlined in TSB Article 87-14-6.
2. Remove the instrument cluster from the vehicle. Refer to the 1988 Car Shop Manual, Volume B, Section 33-03 for service details.
3. Remove the plating from the speedometer sensor terminal and speedometer ground terminal on the instrument cluster backplate by lightly sanding or using a fine file.
4. Solder the capacitor, (E8LY-14A601-A) leads to the speedometer sensor and speedometer ground terminals using rosin core solder.
CAUTION: BE CAREFUL NOT TO DAMAGE THE PRINTED CIRCUIT.
5. Bend the capacitor leads so the capacitor is positioned close to the printed circuit.
6. Reinstall the instrument cluster into the vehicle. Refer to the 1988 Car Shop Manual, Volume B, Section 33-03 for service details.
