Remove fuse F9
Measure the voltage between EM014/008 & relay socket pin 3

Is the voltage > 0 (zero)V?

Yes
Inspect connectors EM014, EM016 & relay base for bent/pushed back pins or locate & repair the harness. Test the system for normal operation

No
Do not replace fuse
Go to R16
