With EM015, EM039 and EM010 disconnected
Use an appropriate link lead to bridge EM010/016 and EM010/023 (to energize EMS control relay)
Measure the voltage between EM039/001 and EM010/022

Yes
GO to A5 A5: Check Current Drawn
No
Inspect harness/connectors EM010, EM039 and splice EMS30 for bent/pushed back pins, damage or corrosion. Repair as necessary and test the system for normal operation.
