Engine does not rev to high rpm, and the transmission upshifts at low rpm (engine at normal operating temperature)

Diagnostic Procedure:

VCM system malfunction

Also check for:

- Check the engine control system.
- Check the VCM system for proper operation.
- Check the engine rocker arms.
