ISSUE: An intermittent "Check Engine Light" may be displayed along with service code "16" stored in memory (Key On Engine Off Self-Test). This occurs because an incorrect vacuum signal is applied to the EGR valve during normal driving and on closed throttle deceleration. The electrical signal sent from the EVP to the ECA is then measured and results in activating the "Check Engine Light". This condition does not effect driveability or emission levels.

ACTION: If service is required, perform the following inspection and pinpoint test procedures.

1. On 1989 cars, make sure the EVP sensor wire harness is correct and properly installed. Refer to TSB 89-4-8 for service details.

2. Perform the Engine Quick Test as outlined in Section 15 of the Non-NAAO Engine Emissions Diagnosis Manual. If code "16" is displayed, perform the pinpoint tests as directed in Section 16-25 of the Non-NAAO Engine Emission Diagnosis Manual.

NOTE: IF ALL PINPOINT TESTS RESULT IN A PASS, PROCEED TO STEP # 3.

3. If no service codes are displayed during Key On Engine Off Self-Test, go to Section 7 page 8 of the Non-NAAO Engine Emissions Diagnosis Manual for EGR systems testing. Service as required.
4. If the EGR valve, EVP sensor, wiring harness and vacuum control solenoids pass all tests, check for...
^ Correct vacuum hose routing as shown on the under-hood emissions label

^ Proper condition of the rubber and metal hoses between the throttle body, EGR solenoids and EGR valve.

NOTE: DURING PREVIOUS ENGINE REPAIRS, THE VACUUM LINE(S) COULD BECOME PINCHED OR KINKED AND NOT ALLOW THE EGR VENT SOLENOID TO QUICKLY DUMP VACUUM ON CLOSED THROTTLE DECELERATION. VACUUM HOLDING THE EGR PINTLE UP CAUSES THE ECA TO TRIGGER THE "CHECK ENGINE LIGHT" AND SETS CODE 16 IN MEMORY.
