Shoulder Belt Does Not Operate

With control module connectors disconnected, ignition switch in RUN position, both shoulder belts buckled and doors closed, proceed as follows:
1. Measure resistance from terminals 1, 21 and 27 with shoulder belt in forward position, refer to SCHEMATIC DIAGRAMS/ELECTRICAL AND ELECTRONIC DIAGRAMS/AUTOMATIC SEAT BELT WIRING CIRCUITS.
2. Resistance should be 0 ohms. If not as specified, check for open ground.
3. Measure resistance from terminals 4 and 28 with shoulder belt in rearward position.
4. Resistance should be 0 ohms. If not as specified, check for open ground.
5. Measure resistance from terminals 12, 35, 5 and 6.
6. Resistance should be zero. If not as specified, repair short.
7. Measure voltage at terminals 8 and 30.
8. Voltage should be approximately 12 volts. If not as specified, check fuses and/or repair short to fuse block.
9. Disconnect speed sensor module, then check for continuity.
10. If continuity exists, replace seat belt control module. If no continuity is present check for open wire.
