Dealer Campaign, Parts & Service Procedure Information
DEALER CAMPAIGN RESPONSIBILITYDealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin.
PARTS INFORMATION
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with NO special instruction code, but on an advise code (2).

* It is estimated that only 10% of the vehicles involved will require replacement of the neutral start switch (2% requiring Part Number 1994285, and 8% requiring Part Number 1994287. Order parts accordingly, based on the attached vehicle listing. Vehicles with UB3 instrumentation are identified on the dealer listings.
SERVICE PROCEDURE
Section A - Inspection
1. Place shift indicator in neutral.
2. Disconnect negative battery cable.
3. Raise vehicle.

4. Inspect switch wiring (See Figure 1) and engine harness wiring (See Figure 2). If switch wiring is worn, refer to Section B - Neutral Start Switch Replacement for repair procedure. If engine harness wiring is worn, refer to Section C - Engine Harness Wiring Repair for appropriate procedure. If no wear is observed, proceed to Step 5.

5. Lower vehicle.
6. Install wiring harness clamp (Part Number 12084232) around the neutral safety switch harness. Use the existing bolt from the shift cable bracket to attach the clamp (See Figure 2).
7. Inspect wire routing and verify none of the wires are in contact with metal surfaces.
8. Reconnect battery.
9. Install Campaign Identification Label.
Section B - Neutral Start Switch Replacement
Removal
1. Disconnect electrical connector position assurance (CPA) and connector.
2. If engine wiring harness is also worn, repair per Section C then continue with steps below.
3. Remove switch harness from two (2) retention clips.
4. Lower vehicle.
5. Disconnect vacuum lines and electrical connector at cruise control servo (if equipped).
6. Remove servo and set on cowl - three (3) nuts.
7. Remove shift linkage at transmission - one (1) nut. NOTICE: Do not disconnect lever from cable.
8. Remove switch - two (2) bolts.
Installation and Adjustment
1. Align notch (groove on inner sleeve of switch) with notch (groove) on switch body.
2. Install switch and torque bolts 25 N-m (18 ft.lbs.).
3. Install shift linkage and torque nut 20 N-m (15 ft.lbs.).
4. Raise vehicle.
5. Reconnect switch connector and install CPA.
6. Reconnect harness retention clips.
7. Lower vehicle.
8. Install wiring harness clamp (Part Number 12084232) around the neutral start switch harness. Use the existing bolt from the shift cable bracket to attach the clamp (See Figure 2).
9. Inspect wire routing and verify none of the wires are in contact with metal surfaces.
10. Install cruise control servo and torque nuts 3.5 N-m (31 in.lbs.).
11. Reconnect vacuum lines and electrical connector at servo.
12. Reconnect battery.
13. NOTICE: After switch installation, verify that engine will only start in "PARK" or "NEUTRAL". If engine will start in any other position, readjust switch using "Replacement - Old Switch" procedure indicated in the 1988 Regal Service Manual.
14. Install Campaign Identification Label.
Section C - Engine Harness Wiring Repair
1. Disconnect electrical connector position assurance (CPA) and connector.
2. Obtain some 3M brand electrical moisture sealant (3M Part 06147 - roll or 06149 - pads) or similar sealant tape.
3. Apply the sealant tape to the worn area with the sticky side on the cable insulation.
4. Wrap the tape around the worn area and the cable.
5. Apply pressure to any overlapping area with a pair of pliers or some other blunt instrument.
6. If engine wiring harness repair is all that is required, complete campaign starting at Step 5 of Section A - INSPECTION. If neutral start switch replacement is still required, return to Section B - NEUTRAL START SWITCH REPLACEMENT - Step 3.
